Constitutional source
The Constitution is the supreme public-law reference for Eviulonian institutions. MachineJurisdiction.com explains relationships but does not amend, interpret conclusively, or replace that canonical record.
Institutional competence
Institutions act only through the authority and procedures assigned to them. A system should therefore ask not only whether an institution issued a message, but whether the subject, procedure, and remedy fall within its competence.
Agreements
Parties can create bounded obligations and procedural choices through agreements. Those terms remain subject to authority, party status, and any external mandatory law that applies.
Technical execution
A smart contract, policy engine, or automated control can enforce a technical state. Legal significance depends on the lawful rule and authority behind that state plus available review where consequences are civic or adjudicative.
