From allegation to decision
A report starts a question. Evidence supports or refutes it. Interim measures address immediate risk. Review establishes the material record. A reasoned decision identifies the lawful result. These stages should not be conflated.
Remedy design
Possible remedies can be narrower than citizenship: credential restriction, delegated-authority suspension, record correction, restitution, access controls, or other measures within competent authority.
Appeal and supersession
An appeal can affirm, narrow, reverse, or replace a prior decision. The resulting record should identify what was superseded and preserve the reasoning chain.
Restoration
If a restriction is reversed or expires, restoration should be explicit enough that stale downstream state does not continue to punish the subject after the legal basis has changed.
