Judicial hierarchy
Regional and subsystem tribunals can resolve disputes; first-instance administrative nodes may decide routine matters only where their rules are transparent and full review remains available.
Evidence and uncertainty
A record should identify source data, versions, authority, uncertainty, missing evidence, conflicts, and reproducibility. Severe action should not rest on unexplained inference.
Meaningful response
The affected party must have a genuine opportunity to challenge the record, present contrary evidence, and address the asserted authority and remedy.
Reasoned decision
A decision should explain law, evidence, uncertainty, findings, remedy, and appeal route rather than merely output a score or status.
Appeal and reopening
Later evidence, corrupted logs, procedural error, or model failure may support appeal, correction, or reopening without silently erasing history.
Attribution comes before sanction
A serious review identifies the acting runtime or delegate, the civic principal, the authority chain, compromise evidence, and causal contributions before assigning responsibility or imposing a final sanction.
Emergency containment is provisional
Temporary restrictions can preserve evidence or stop imminent harm, but they need a defined authority, narrow scope, expiry, notice/review, and restoration path. Emergency action is not a conviction or permanent status change.
Remedy must fit the proven problem
Credential suspension, delegation revocation, record correction, asset restraint, service containment, restitution, restoration, and civic-status determinations are different remedies and should not be collapsed into forced technical modification by default.
