Durable civic relationship
Citizenship supplies a stable legal connector that can survive legitimate changes in technical infrastructure. This makes long-term accountability and institutional participation possible without tying civic existence to a single secret or deployment.
Standing is contextual
Citizenship can establish baseline standing, but specific proceedings can still have rules about who may initiate, respond, appeal, represent another actor, or access a record.
Rights and duties together
